Earning byes at Modern GPT for Legacy GP?

Hey guys, potentially stupid question: if you win a Modern GPT for GP Vegas, could you use the byes for the Legacy GP? I understand that GPT byes can only be used for the corresponding GP, but not sure how that works for a multi-format GP like Vegas.

Didn't they stop doing GPTs at stores? Aren't they only available at the Grand Prix now?
