1R instant speed: "Target player reveals his or her hand. For each blue instant card revealed this way, that player discards that card unless he or she pays 4 life."
This card seems huge as a sb card against blue. It shows you your opponents hand, can strip out all countermagic and cantrips. Why isn't it played in the sb in decks like burn?
Solidarity is not good so Sirocco is not good. It might see play if it counted sorceries also.

it could be cute vs sneak and show after griselbrand has drawn 7, but outside of that there's better cards. even then i'd probably rather play runeflare trap.

Would be funny with Painter on “blue” out.
Love this card! I used to play it in Burn back in the days of old Extended. Today it's just too narrow. I could see it being worthwhile against High Tide, but most other Legacy decks don't play enough blue instants.
