Can a pact of Negation upkeep cost be countered with Stifle? The typical activated and triggered abilities are easy to spot, just making sure the upkeep cost that I've always referred to as a 'trigger' is actually a trigger.

Yes, you can use Stifle to counter a pact trigger.
If it says 'When', 'Whenever' or 'at' then it's a triggered ability
