Another potential direction for Underworld Breach would be to try pairing it with a Arclight Phoenix / Hollow One loot and aggro package.

And, there's a potential combo finish with Runaway Steam-Kin + Burning Inquiry + Underworld Breach -> Grapeshot.

This kind of "straddle the fence" approach tends not to work well, but I'm intrigued by the possibilties.
