I was fooling around with a deck idea based on the mass land destruction provided by Parallax Tide, Stifle, Trickbind, Back to Basics, and recurring Wastelands. This actually started as a mono blue deck but was rather inefficient. I have made a UW version currently and it seems effective. I could also see potential in splashing other colors like black for instance.

Land (22)
4 Wasteland
5 Island
3 Plains
2 Tundra
3 Academy Ruins
4 Flooded Strand
1 Polluted Delta
1 Windswept Heath

Spells (24)
4 Force of Will
4 Stifle
4 Trickbind
4 Brainstorm
4 Swords to Plowshares
4 Enlightened Tutor

E Tutor Tool Box (11)
4 Parallax Tide
3 Nevinyrral's Disk
1 Crucible of Worlds
1 Back to Basics
1 Pithing Needle/Seal of Cleansing
1 Moat

Kill (3)
Decree/Dragon/Angle/Morphling - I don't really care too much what ever is your fancy - not a point that I would like to get into heavy discuss about until the more pertinent info is discusses.

Intuition is card that I was unable to find room for in this deck that I found very powerful. It allowed for the inclusions of one The Tabernacle at Pendrell Vale. I would Intuition for one Crucible, one Academy Ruins, and one Tabernacle and also be able to get it out there. Or do the same thing with Disk. This is one of the disadvantages of the white or any splash is the lack of card able to fit into the deck.

Cunning Wish has a potential to replace Trickbind entirely and only get the card when you need it. Although early game Trickbind operates like Stifle as fetch land destruction.

Back to Basics was a 3of in the mono blue version and is not as potent in a two color deck but the mana base has been constructed around it. Gro players are severely pissed off when this resolves.

I could very easily cut 2 Disks for 2 Wraths, and just keep the one for Tool Box. Although Academy Ruins Disk soft lock is very easy to get when you run 3 main deck with four E Tutors.

Cards to think about include Intuition, Tabernacle, Cunning Wish, additional Crucibles, additional Back to Basics, Fact or Fiction, Counterspell, one Vedalken Shackles for tool box, Wrath, Mishra's Factory, Standstill.

Matchups:
Combo: very positive, almost all Tendrils variants are a cake walk. Solidarity is around 50/50 and the best bet for them is to go off in response to a Parallax Tide on the stack.

Aggro-Control: even, one of Thres’s major weaknesses is its mana base and this deck exploits this. But Nimble Mongoose is a SOB to deal with and can win games as the only permanent they have on the board.

Disruption-Aggro: even-slightly unfavorable, traditionally this should be a bad match up but a resolved Parallax Tide, Moat, or Vedalken Shackles generally means game over for them. E Tutor is MVP vs. discard.

Aggro: unfavorable, generally anything that’s geared to beat Landstill can beat this deck. Specifically burn. Although E Tutor Moat does steal many game ones.

I hope people have some idea for this deck and it can be taken into many different directions. I really have only been thinking about it for a week and there probably a lot of ideas I haven’t thought of. I only did a little testing so don’t take the results as absolutes, and feel free to post your results if anyone actually wants to try anything with it. This is more or a brainstorming then anything close to a final list.

Play Ankh of Mishra!

Not only does every player need lands, a Fetch costs 5 life to play and crack. Ankh also has wonderfull synergy with Parallax Tide. Instead of Stifling the trigger when his lands return, you can also have them lose 10 life(in the best case scenario of course).

Edit:

I've played a deck like this in extended once during the time Mirrodin was released, it wasn't that good, but it was a lot of fun. I don't rememer the deck exactly, but I think it was something like this:

Parastick:

8 Island
4 Adarkar Wastes
4 Flooded Stand (always break them before playing ankh!)
4 Plains

1 Morphling

4 Ankh of Mishra
4 Parallax Wave
4 Isochron Scepter
4 Counterspell
4 Brainstorm
3 Boomerang
3 Orim's Chant
3 Cunning Wish
2 Fire/Ice
2 Hoodwink
2 Memory Lapse
2 Enlightened Tutor
2 Sculpting Steel

SB:
3 Wrath of God
1 Orim's Chant
1 Boomerang
1 Hoodwink
1 Fire/Ice
1 Mana Leak
etc

Propaganda (or Ghostly Prison) is pretty much an auto-include in an Ankh/Tide deck. I played the deck heavily in the pre-legacy days of 1.5, that being said.. I think any control version of the deck is impossible to build without Mana Drain.

I think the only competetive version in the current metagame is a burn variant. Itwould run blue solely for Tide and Propaganda, and possibly some card draw. Ankh is a beast with all the fetchlands running around (duh) and Tide can possibly give burn the longevity it needs to finish the job while your opponent sits on the other side of the table with only 1 or 2 lands.

Sample Decklist

4 Ankh of Mishra
4 Parallax Tide
3 Propaganda
3 Intuition
4 Accumulated Knowledge

4 Lightning Bolt
4 Chain Lightning
4 Rift Bolt
4 Lava Spike
4 Magma Jet

4 Volcanic Island
4 Shivan Reef
2 Island
9 Mountain
3 City of Traitors
