If I have a Quirion Dryad in play and my opponent has a Chalice of the void set at 1 and I attempt to play Mog Fanatic (or any other 1cc nongreen spell), does the Dryad get a counter?

You do play the spell even if it get's countered, so Dryad get's a counter.
Same works for Enchantress effects (Arghotian, Verduran, Mesa), even if the enchantment you play(!) gets countered, you still get to draw the card.
