[card discussion] Flux

So I was going through my cards yesterday and stumbled upon some old portal cards. The picture on Flux caught my eye.

each player discards any number of cards then draws the same number of cards. draw a card.

When i saw this I orrigionally thought it would be horribly broken in Solidarity. Then I read that it was a sorcery, so I dont really know what deck this card would be good in.

The card seems really good cause it cantrips and trades all the dead cards in your hand for new ones.

I've played Flux many times, and if you are interested in it, I must tell to you that there's a strictly better version of that card somewhere. Let me see...

Breakthrough is fairly similar, flux seems pretty interesting but if you're playing a solid deck most of the time you wont have 'dead' cards in hand. I guess it's great at replacing the extra lands you draw though.

It would be better than Breakthrough in Ichorid if it cost less. The fact that you discard first is huge.

Seems kinda like a sorcery-speed Tolarian Winds that costs 1 more, and lets your opponents filter as well. I guess you draw 1 more though...

There is a sorcery speed solidarity called Spring Tide, but I guess I would rather play Three Wishes over this.

As for the card, it just costs too much mana. I can't think of any possible situation (aside from Nightmare's statement) where this card would be better than a draw spell that is simply cheaper. What this card does is very fascinating, and it would be very interesting to see it put to use. Maybe a mid-range Madness/Combo finish type deck. Obviously dredge is what this should be used for, but not in Ichorid.

I'm sorry to ask this seemingly stupid question, but how exactly does this card work?

Do I first discard and then draw the same number plus one or do I first draw that number and than another card? Can I cast instants or activate abilities somewhere in between?

I remember people running Three Wishes in both Solidarity and Spring Tide as a Cunning Wish target.
