I've always played in Standard Draft tournaments, but I have several Legacy decks that I play for fun online. So I'm not 100% sure on this ruling but... there's someone hosting a local legacy tournament I decided to try it out. I got the information via e-mail and I saw this in the Rules/Guidelines:
"DCI says we are to make deck lists and trade them before we start play each time, with a few moments of review prior to play."
Is this correct? I've never heard of that ruling/procedure/guideline... I know that you have to check-in your deck when you enter, but I had no idea you had to share decklists with your opponent prior to play.

Decklists are a part of sanctioned play for sure, but I've never heard of anyone (outside of a top 8) being required to show theirs the the opponent prior to a match. Perhaps it was just referencing procedures for top 8/16?

Nope that's not correct. You have to give the tournament organizer your deck list, but noone else may look at it. Whoever's hosting that tournament has misunderstood some rulings.

I'm not sure whether you're required to do that or not for a small tourney like that. I've only ever heard of it done for large events- GP and PT's, etc.

It is standard procedure to do it at the cut of large tournaments due to fact as games finish at different speeds some players have time to scope out others, creating an unfair advantage at the top as some will have much more knowledge of their opponents decks than other. In the beginning though, you are not required to give out any information aside from your list to the TO.
Most places tend to frown on the giving out of such information early on, so I find it odd they are doing it here.
