I was hoping to see a quick post about rules for the keyword Prowl.
I was particularly curious about reducing Prowl costs; in other words, would something like Goblin Warchief reduce the Prowl cost of a that new Prowling Goblin card.
Unless they put it in an article, you won't see rules as such until the pre-release.
It'll look something like this:
"Prowl [cost]" means "You may play this card by paying [cost] rather than paying its mana cost if you dealt combat damage to a player this turn with a creature that shares a creature type with this card."
It's an alternate cost, like Force of Will or Evoke, so cost reductions or increases absolutely apply.

The way I understand it, Prowl is an alternitive CC. I don't know that it can be reduced by a spell or effect. IDK...haven't seen the rules primer yet...

Why does this matter? Since when are rogue creatures good in legacy?

All rogues that could see play in 1.5 on their own merit, there are a few others that could make it as part of a theme deck(Nightshade Stinger et al.)

Mana reducing cards reduce the Reinforce cost too.

No, it won't. Reinforce is an ability, not an alternate cost. You read the article incorrectly.

I didn't read the article, what I ment to say Evoke cost not reinforce, I miss-spoke...
