I just wanted to hear, since most legacy decks only play with cc1 cc2 and a few cc3, can't this card be good in some decks?

I know it's not even comparable to FoW, but is it playable in decks with a good curve? Could it be suited in countertop decks?

Flame on!

In some older Landstill Lists the card fits in, U/W/R or something.

It's funny you say that, because some Thresh lists used to run a singleton Shoal or two quite a while ago. That said, it seems unnecessary now, since Force and Daze are better pitch counters, and Counterbalance fills a very similar role, except it does a better job. It's not often that you'll need more than Force, Daze, and Counterbalance, but if you do, I supposed Disrupting Shoal could be a potential option.

Just thought it could be poor man's FoW :-) It's also nice that it can actually be hardcasted (well, FoW can do that at 5 mana) to counter i.e. a nought or a stifle at turn 3. normally, stifle would be the best target of course :P
