Can I play a spell with the 'come into play' effect on the stack?
ie Gacrefull Reprieve to get a Shreikmaw in play for good for 2BW and kill two creatures?

Not only will you kill 2 creatures, but you will also keep your shriekmaw into play afterwards

Only an Instant, a spell with Flash or an activated ability. Those are the things you can play any time you have priority. To play a Sorcery, a Creature, or play the ability of something that states "Play this any time you could play a Sorcery" you need an empty stack as well as priority.
