I don't think Nameless Inversion is technically an insect when it's on the stack, so much as an insect spell. Regeneration wouldn't matter.

Nihil and Rule 200.9 are right.

What's more, by strict rules of Regeneration, while you can regenerate something that isn't a creature, you can't regenerate something that isn't a permanent. After all, Magic would turn a little silly and incredibly confusing if some artifact had ":2:: Regenerate the top card of your library."
