Can you Transmute a Tormonds Crypt for a Sundering Titan and not pay the difference in casting cost and get the titans CIP and LP abilities on the stack?

No you cannot. According to the Oracle text, if you don't pay the difference in the cost, the artifact doesn't come into play, but is just sent to the 'yard.

No. As per current Oracle wording, if you don't pay the difference, the Sundering Titan will be put directly into your graveyard from your library.
