What exactly was the composition of italian legends packs. I have heard that they had an extra uncommon and that is why italian legends cards are cheaper. Is that true?
Also what is the makeup of legends in terms of rares, uncommons and commons?
And can legends packs be tampered with or are they safe to buy?

One thing to consider is... anything made prior to Ice Age/4th edition (Fallen Empires/Revised), the packaging is always ever so slightly transparent... Look for "stretch marks"... Should be safe if you don't see any.

Try buying them from trusted websites like Troll & Toad and SCG.com. Odds are they wouldn't risk their reputation by tampering with booster packs.

I would be really careful buying boxes or boosters of anything before Ice Age. I knew several people who distributed cases of Magic The Gathering who were rumored to have people crack the cases, crack the boxes and shimmy the boosters to see what the rares were. They had a cottage industry going, hiring teenagers and paying them in cards for all the work.
Everything got reshrinkwrapped and then the cases resealed afterwards.
The reason I heard about it is that teenagers are a notoriously unreliable crowd to keep secrets of that sort and I heard it from enough of them to believe it.

Teenagers working as searchers/repackers for Legends have a tendency to be in their mid-late twenties in the year 2008.

This was stated in present tense. It seems he had a conversation with a teenager, which means the chronology of the statement in question, that you're referring to, is incorrect.

That is not true. They are cheaper because the print run was larger than english Legends, and were not as popular as english.
