Engineered plague and mogg fanatic

If i have an engineered plague in play for goblins and my opponent plays a mogg fanatic, will he have a chance to activate its ability and sacrifice it dealing 1 damage to me before dying to my engineered plague?

No, the moment any player is able to play spells or abilities, state based effects are checked and it is put into its owner's graveyard.

So would i be able to stop a come into play triggered ability with engineered plague, such as goblin ring leader if i have 2 engineered plagues in play?

No they would still get the ability but the ringleader would die. The difference is ringleader is a triggered ability while fanatic is an activated ability.

No. The goblin ringleader will come into play triggering its ability, then SBE are checked.
