correct me if i am wrong but if sliver overlord is in play and crystalline sliver is also in play, you can't use overlords power to search your deck for a sliver card because you are targetting a sliver.
However can i use eladamris call to search my deck for a sliver if crystaline sliver is in play

Crystalline Sliver {WU} |Creature -- Sliver| 2/2. All Slivers have shroud.
Sliver Overlord {WUBRG} |Legendary Creature -- Sliver Mutant| 7/7. 3: Search your library for a Sliver card, reveal that card, and put it into your hand. Then shuffle your library. / 3: Gain control of target Sliver.
First, whenever something refers to a creature type, it refers to only permanents (unless otherwise stated). Crystalline Sliver does not give Shroud to Sliver spells or Sliver cards.
Second, Sliver Overlord (and Eladamri's Call) do not target; the word target does not appear in their search ability. So you can tutor up a Sliver with either card.

You can't, however, steal a sliver that's in play with the second ability when you have Crystalline, because that ability does target and Crystalline Sliver does give Slivers in play Shroud.
