If Colfenor's Plans is donated to an opponent, may that opponent look at and play the cards that we removed with Colfenor's Plans?

No. Colfenor's Plans say "that you removed." He did not remove those cards, so he cannot look at them.
Edit: Misread the card. Looking back it says "You may at the cards removed" so yes, the opponent could sneak a peek or even play, the cards if he gets his hands on that plans.

"When Colfenor's Plans comes into play, remove the top seven cards of your library from the game face down.
You may look at and play cards removed from the game with Colfenor's Plans.
Skip your draw step.
You can't play more than one spell each turn"
It does not say "that you removed", not on the origional printing of the card nor the oracle text. So yes your opponent could play them.

He is asking what would happen to the cards removed by Colfenor's Plans if an opponent were to gain control of Plans.
The answer is the opponent may look at and play the cards as long as he controls plans and plans has not left play.

I mean im looking at the title of his post, im asking what does the combo do?The combo is giving your opponent Plans so that their options are limited.
The question was asked due to confusion on whether it was a hard lock or not.

If Colfenor's Plans did not allow playing cards that had been removed, then it would be a Trix jr. using Colfenor's Plans to dig for the other combo piece.

The plan is to use the plans enough to where the removed cards are worthless, then donate it to the opponent... this basically shuts him off of ever drawing into anything threatening again.
This is a bad plan though, as it is slow and generally weak.

Not to mention that is does not win you the game.
Remember, if the combo does not win you the game, you had best have a DAMN GOOD reason for running it.
