Does Runed Halo stop Blood Moon effects? Thanks in advance for any answers!

Nope. Blood Moon does not target you, deal damage to you, or enchant you, so Runed Halo will have no interaction with it. Similarly, for Magus of the Moon, Runed Halo will have no effect other than preventing it from dealing damage to you if it attacks.

Runed Halo gives protection.

Protection from X does 4 things.

All damage from X prevented.
Enchantment/equipment by X is prevented/made illegal.
Creatures with X cannot block creatures with protection from X.
Spells with X cannot target creatures with protection from X.

Since Blood Moon does not target, enchant, block, or target, it functions normally with regard to Halo.

DEBT. A creature with protection can't be:

Damaged
Enchanted/Equipped/Fortified
Blocked
Targetted

...by the thing it has protection from.
