I don't know the rules of magic at all. If a creature has flash, and is cast as an instant, can it be targeted by something that only targets instants?

ie Guttural Response on a Mistbind Clique?

its prolly no, but I think when something that doesn't fly but 'can block as thought it had flying', can be targeted with things that 'only target flyers' when it is blocking.

No, and no. You can only target a spell with the type "Instant," and you can only target creatures with the keyword ability "Flying."

I know the second part is true because I said what you said, but it was ruled that way by a real judge. It may have been something like can't be blocked by flyers, and during the blocking step it has flying. Thats why I thought if something is played as an instant it is instant. or like right now!

I have a lot of trouble figuring out what you're talking about. I think you're on to another scenario now, but I have no idea what it is you're trying to describe.

He probably means that:

Before WotC came up with reach, spiders were worded: ~This~ can block as though it had flying. Now if you took Silhana Ledgewalker or Treetop Scout and a creature with NotQuiteReach, the Ledgewalker could be blocked by the spider even though it didn't actually have flying (it can't be blcked by a creature with real reach). That was because a creature with NQR counted as flying but only for the purpose of blocking.
It was never possible to target a creature with NQR with Crash Landing (http://magiccards.info/gp/en/82.html) even if that judge may have ruled it another way.

In the same way it is never possible to target Mistbind Clique with Guttural Response because Clique is not an instant (even if you can play it at any time you could play one).
