I know Mosswort Bridge works, but is the same true with Safe Haven? The Dreadnought returns to play, but do CiP effects trigger? Maybe I'm just confused with the whole phasing/Vision Charm thing. I'm pretty sure those are different zones.

Sure, it comes into play, so it triggers. Phasing is the only exception to that rule.
