the Best fast U/R pile including banned cards

Firstly I apologize if this is wrong forum. I have been pondering with an idea to build best possible U/R (Delver, Prowess, whatever) deck including Legacy banned cards of new era. Of course, the best possible deck is highly dependent on meta. So let's say the meta is something like current Legacy meta.

So many good cards that is hard to drop any card. I hope the island count is good enough for Gush and there are enough creatures too. Have to playtest this and see if any Legacy deck can challenge this. :)

I think you have to much draw and not enough gas ie more burn.

I do not see the problem in picking the best draw engine, a bunch of cantrips, and a shit ton of burn spells.

This is a list from the cruise era, I think treasure cruise is better in this iteration than gush... maybe not frantic search, but chaining cruises is better than chaining searches. Multiple price of progress also beats most of the format.

I'm confused, is this intended to be played vs current legacy decks or other decks with unbanned cards? If so, is everything unbanned that isn't vintage power?

I'd like to playtest this first with current Legacy meta and see if this beats all decks reliable. And yes no Vintage Power here but pretty much everything else that suits the color and theme is ok.

what is the purpose of this? just want to make sure that this kind of experiment will even help you.

Just to play with the cool banned cards and test their power and decks power level when they are together.

then just play jar.dec or flash.dec very "cool" decks.
