Yep Im pretty sure you can play around DRS. You can still discard 2 fattys for example.

Bant has plenty of powerful cards to choose from, it just needed something like this to incentivize running it.
People were goofing around with Retreat to Coralhelm along with KotR for awhile; perhaps this new Planeswalker could further incentivize people to run a Bant deck. Plus, Stoneforge Mystic + Equipment + Blue is powerful. There's also the option for a surprise Natural Order for Progenitus as a backup win condition.

We already ramp into JTMS with Daze backup. This card is cool but ultimately not as good as that, most likely.

I love that her +1 kill goyfs stalemates so hard. If they block is +2 cards, and if they attack back, it's another card. Free cards everyone!

Its worth noting that Tamiyo can target your opponent's creatures, so you can make them choose between attacking and letting you draw cards. Seems like it could be good but the color requirements are tough.

Pretty sure you only get one card even if both creatures deal damage. (EDIT: Maybe not, I don't know, my point still stands.)
Maybe you can play this in Modern, but I have no idea why you wouldn't just play Jace in Legacy.

It seems much more ridiculous in Bant/4-color Superfriends in Modern. She's definitely powerful, though, there's no doubt about that, especially with that Ultimate. Free stuff is always great.

Casting Cost - Fair but not exciting.
4 mana with very high color requirements. Better than Sarkhan, but not a ton better. Probably closer to 5 mana when you actually consider how easily you can cast it. It's in Noble Hierarch colors though, which is not trivial.
+1 - If your board is empty, this does nothing. If you don't want to attack with your creature, this does nothing except let your opponent choose whether to let you draw a card. This seems dramatically worse than card advantage abilities on cards like Jace or Narset.
-2 - This a pretty solid piece of removal (ask Ajani Vengant) but it's really expensive. It's nice that it activates twice, though, so at least this buys you two turns if you need to use this mode. Also, of course, lets your team crash in unopposed, which is probably the point.
Ultimate - Wins the game... in a deck that doesn't play this Planeswalker. Lemme explain. Both of her other abilities clearly want you to be playing a bant aggro deck. You need creatures to get card advantage, and the "removal" ability is at its best when it's letting you alpha for the win. But, if you're just playing aggro, being able to cast dorks for free starting on turn 8 or so is... not very exciting.
I'm imagining some kind of Noble Fish type deck with utility creatures as her natural home, and we don't have one of those in Legacy right now.

Is it though? If you're storming out or casting Emrakul, sure. If you're getting to cast 2/2 for 2 for free on turn 8... who cares?

That catd at 1 mana would be a 4 of in every single storm deck, it would likely be good enough to be maindecked as a 4 of in most nonstorm decks aswell.
Having a duress that can turn into a removal or a burn spell is not just good, is more on the broken side of things.
Also not considering that a fair deck could turn useless cards in hand with a free piece of discard/removal/burst lead to misunderstand the card, is would be bonkers in delver aswell

There seems to be a whole lot of discard-my-own-stuff cards in this set, and good reasons to do it. Look out for it to be a big element of Standard.
Also, Collective Brutality hits both hate bears and counterspells. Is it really not good enough at least for Burning Wish?

Its not about beating counters or outclassing Duress/Therapy in the fight against blue decks, but the option to MAINDECK removal for potential hatebears like Thalia, Teeg, DRS (mainly ANT), Meddling Mage or use it to stall the clock of Delver.dec by killing the namesake card in GAME ONE, rather than hoping to be faster and dodge these creatures. It also removes the need to sideboard for hatebear as you usually remove discard against creature decks for postboard removal.
If the cards cost were just a single black mana, I'd play 4 of them in any storm variant for the gained flexibility and slot efficiency in the 75, even if it can not handle Chalice/Counterbalance
