The obvious thing is to pay RR for Wheel of Fate, Balancing Act, Living End, Hypergenesis or Ancestral Vision, maybe in a deck that also features Electrodominance.
I'd say, you either cast or copy a spell, you never do both for one spell instance. Copying a card before casting, as in the wording on Kefnet, is a different thing. Ral's text cares for instant/sorcery spells, not cards.

Of course Kefnet is not that good in Legacy. But he's so much better than the others from the cycle (so far).
Finale of Promise is a crazy card for modern storm, it's basically spend 4 mana get 6 mana and +3 storm count - assuming you cast it at X=2 and target rituals with it, can also be used for card draw or filtering, not sure how you balance the number of copies of this vs. the number of copies of Past in Flames.
so i guess the quick scenario would be:
seething song + bonus round + manamorphose -> draw 2 and get RRRR, cast this card and get a copy. resolve the copy targeting manamorphose and bonus round. draw 2 more and have 4 mana + another resolved bonus round. at this point the original resolves, but you will have had to target your spells prior, so you may not have enough in the graveyard, i guess at worst you have the seething song targeted and no other sorcery. however the seething song will net you +20 mana.
not sure if it's better than the current options. i like that you can just cast it mid-game. maybe i'll try it out.
My friend had a good point that the red card by itself can trigger Phoenix if you get like a bolt and a ponder back with it
Am I correct that Finale of promise can cast Restore Balance?
If so, we are very much on to something here.
Hmm...I wonder if finale of promise is playable by itself in grixis control or something. Its upside is comparable to snapcaster, possibly even better, since instead of a 2/1 you get to flash back another spell. Of course only being able to do it at sorcery speed and requiring both an instant and a sorcery are big drawbacks. But casting bolt and ponder with this seems way better than electrolyze, for example. Maybe modern.
It can also cast Wheel of Fate or Ancestral Vision.
Since this works with X=0 you can even do that if you're casting Finale of Promise from a cascade trigger.
You can also Finale into a Finale.

Edit: Ok, so that second Desperate Ritual can't be cast off the second Finale of Promise, but you get the point. Xmas land or not, still looks like a powerful card!

One thing worth pointing out is that Finale of Promise fulfills the 3 spells requirement of Arclight Phoenix if you target both instant and sorcery.

Painful Truths sees fringe play. This one is monocolored with a somewhat simple requirement to become really good. And it get extra silly with Jace, Vryn's Prodigy's flipped side for the integrated flashback or Snapcaster Mage (to a lesser extend).
Contentious plan is likely better than throne of geth for the nerds who were playing throne as their out to chalice since it replaces itself + blue. Instant would have been nice.
In Modern may let you cut As Foretold in the Restore Balance deck. Electrodominance, this card, Restore Balance, AV. Throw in Phoenix and Faithless Looting and you have some spicy shit going on. I like that you can Restore Balance and then recur Phoenix same turn.
Dunno if its good enough for Legacy. I don't really think Restore Balance is all that great in the format even if you can reliably cast it.
I'd probably prefer Thirst for Knowledge for being Instant, even in a no-artifact deck.
Even Compulsive Research is less conditional.
