I like Sudden Shock as well, but I think it was better when there were tons of Monastery Swiftspear and Pyromancer about. Why do you think it's superior to Forked Bolt?
I wonder if Scavenging Ooze or even Savage Knuckleblade could work in here too (possibly as a replacement for Clique in aggro heavy metagames).
Anyway, I like how DTT is enabling a lot of these mid-rangey control builds post-TC ban.
Uncounterable Shock will always be good so long as there are Delver decks out there. Instant speed is what makes me favor Sudden Shock over Forked Bolt. The same reasoning applies to Clique over TNN. In a counterspell heavy deck, having all your plays at instant speed is a great way to control the flow of spells resolving. Unlike Canadian Thresh, this deck has more mana to work with so Sudden Shock isn't out of the question. If the deck was restricted on mana, I would probably still play Shock > Forked Bolt because this deck is almost entirely reactive.
EDIT: Burst Lightning sounds amazing for this deck

I was looking at old legacy threads and found Balanced Threshold, could that package have success in these lists?
