I'd like to make one note on Pendelhaven Elder vs. Priest of Titania.
Priest, as has already been pointed out, is undeniably a much stronger card.
Problem is, it makes mana. Making mana is not generally an issue with the deck: We play more mana generators than even Storm. We don't need things that make mana, we need things that do things. Pendelhaven Elder does. It helps make use of random dorks somehow.
Which is not to say it should be played, but you have to judge a card by whether it does something we want to do (yes for both), whether we need more of it (yes to Elder, no to Priest) in addition to raw power level.
That's why I'd rather look at Archdruid over Priest and Perfect over both. Maybe other token-pooping Elves. They make something of random dudes+lands draws.

Wouldn't Dwynen or Rhys be better IF at all we are discussing this...
Dwynen is: decay AND bolt proof, and has reach (blocks delver, flicker wisp etc) even gives you life (could be relevant in late game. Lots of fetch etc).

I currently play combo elves with 3 NO. Though for Chaos elves. Dwynen might see a place somewhere (depending on meta).

Since this thread is quiet and out lists are already optimized except for a few meta-dependent flex slots, I want to start a new discussion. Hypothetically, what banning or unbanning will help us return to our former glory?
Also, what type of elf/hatebear/spell/planeswalker/land needs to printed that can help us?

That's going to be boring. It's either a < 4 mana I-win-button or a 4 mana I-win-button that doesn't need you to sacrifice a creature or a NO-able creature that wins without a combat step. As for hatebears - GSZ'able 1-2 mana creatures that give all your shit hexproof, pro-red and says "fuck you, Terminus" or makes all your shit uncounterable without any further investments.
Oh, and maybe a green Bone Shredder-elf.

I'm preparing for the biggest Legacy tournament this year in Finland, called Legacy Champs. I have been mostly running Natural Order lists, but took Chaos Elves for a test drive on local small tournament with a good result (3-1). I am assuming that in Legacy Champs, the meta will be blue oriented, with high number of Delver decks, Miracles and some amount of Show and Tell. Other decks in meta will probably be Dredge, Death and Taxes, Reanimator, Storm, Eldrazi and Burn. Difference to "normal" meta is that Eldrazi isn't that popular in Finland compared to larger tournaments in Europe, while blue decks plus Dredge and Burn are a bit more popular.
I can see people has stopped running Chaos Elves in latest results, because it is meta tweaked version of Elves. But what are the reasons people have stopped playing it? How did the meta change? According to popular sites (mtgtop8) it seems Miracles is still the most played deck with 14% share. And Delver decks are also quite popular. Should I run Chaos Elves in this blue oriented meta I am facing with less Eldrazis? Or should I go with more basic Natural Order list? Currently I'm kind of slightly opinioned towards Chaos Elves list.
I have played chaos elves and it is perfectly fine choice. I almost made top 8 with NO elves at the last SCG legacy classic in Indy (ended 12th), I played a ton of delver decks, and crushed them. My loss was to omnitell (we could have both drawn into top 8, but he wanted to play, which is fair and I was dream crushed) and another NO elves player. Miracles is one of the toughest match ups for NO elves and I agree 100% chaos elves is better positioned against miracles.
