My Current SB looks like this:

In my meta I'm having difficulty with punishing jund and nic fit matchup when they play creatures with toughness greater than 3. Not sure how to SB or if there are cards I could put in the board that may be better against these matchups.

So, this deck's dead? Dig Through Time won't fill TC's role.
It seems like it'll be headed back towards the Delver-Burn strategy it was before Cruise, although the deck still does have at least Swiftspear as a new toy.
Honestly, it's not the absolute end of the world. Everyone and their mother who isn't playing Miracles will probably be trying to play some midrange deck with DTT that will still get rocked by Price or Blood Moon.

My predictions: With the banning of treasure cruise, goyf will come back in full force. With goyf back, UR lists are going to have to return to fighting dirty and going over the top with PoP or going wide with Yung Peezy (young pyromancer).
Monastery swiftspear loses a lot of its value when you can't "go off" by chaining cruises and cantrips, but I still think it's almost a strict upgrade over Goblin Guide. The question is if you even want to play a red one drop (the answer is probably still a resounding yes). The same is true of yung peezy but the payoff for peezy is just so fucking huge it's still worth playing.
Ironically enough, snapcaster is gonna get worse since I predict DRS will make a comeback. The cruise meta was probably the best time for snapcaster to fit into this strategy but it was just too slow for what the deck became. Still, Snapcaster is a really sweet card and I'll be sure to test run one or two.
DTT is an incredibly sweet card and I'm gonna run at least 2. I'll test the full playset but I have a feeling UU is too hard to cast in this deck to run the full set. However, recall that when your plan involves going over the top with PoP and whatnot DTT is even better than cruise since you can dig for it more effectively.
Price of Progress is back on the menu, boys!
I'm gonna try this list out, because snapcaster is my favorite creature. I'll probably return to Yung Peezy after a bit but for now this what I'm gonna use, mainly for testing purposes:

4 Gitaxian Probe (even without peezy it's cool)

I think DTT will be a fine replacement. Anyone playing a mountain will need that to change into some kind of blue source, but I think the rest of the deck can stay much the same with DTT instead of Cruise. Helping us dig for a creature, counterspell, cantrip, or burn will be very helpful. Instant speed should be nice, and avoiding drawing lands will be sweet. I agree that we won't have as much explosiveness on those "go off" turns, but it's better in most other ways. Plus, we will have much less hate, fewer pyroblasts and electrickeries. I'm excited about the future of the deck!

Hopefully, all the fair-weathers will fall off the bandwagon (or, the boat, as the case may be). Now, I can go back to playing this deck without having every match be either a mirror or loaded with sideboard hate.
I'll be running my pre-TC lists for both Modern and Legacy. The only exception being Monastery Swiftspear instead of Goblin Guide. I held on to my Guides, too, just in case!
Dig Through Time is on my radar, too. But, I want to get back to something familiar and playable before I start tinkering again.
Just replace with DTT and continue lol

UR Delver was competitive before cruise.
Been thinking about the upcoming meta and debating about selling my old Goblin Guides. Is there a chance that the old burn style needs him over Taylor? Or has his time passed? What do you guys think? CF is still buying them at $9
Please give us feedback about your DTT, I'm looking forward to it. When Bob Huang won with UR Delver everybody thought 4 TC was too much, and it turned out great. I Hope UR Delver can handle at least 3 DTT since it also can be pitch for FoW.
Combo decks were getting a lot of space, and I think now BUG Delver will come back really strong and supress the combo decks that are now in the meta. That being said, I think Grim Lavamancer is great against aggro decks that probably will dominate the meta (as they were last year), I would get at least 2 of them in my MD.
I would also try monastery swiftspear AND goblin guide. When Khans was released, I tried a decklist with it in a 40 people champz and it did fine. Early game is all about pressure, and having 12 one drop creatures makes it very likely to get 2 in the early game getting in with lightning bolt and chain lightning clearing the BF for them. But then again, Snapcaster Mage is really great and grim lavamancer sounds like a really good idea to me. I would try a creature base like this:
4 Delver
4 Monastery
2 Goblin Guide
2 Grim Lavamancer (enough so that it's seen most games, and not too much so that it gets flooded against other decks)
2 Snapcaster Mage (snapcaster is great, but having a lot is hard for the early game - having GG T1 is better than having snappy T4 flashingback bolt).
I'm just not sure about having 2 snapcaster mage. The problem would be that DTT, Snapcaster and Lavamancer will be using the graveyard. IMO they are 3 cards that are worth having at least 1 copy of each in the MD, but they are kind of a nonbo.
About the rest of the deck, Gitaxian probe should be at least a 2-of since the information rules and it may give some advantage at casting snapcaster with only 2 mana available. Price should be at least a 2-of too, and depending on the meta even more on the MD or SB (according to my meta I would do a 3-1 splash between MD and SB).
Forked bolt isn't worth running in a burn-oriented UR Delver list IMO. Even more now, that TC is banned.
Ponder, brainstorm and lightning bolt are no-brainers, but FoW could go to the SB depending on the meta (if there are nearly no combo decks).
I would play daze since it protects the 1-drop creatures T1, and helps providing more damage going in (each turn with Insectile Aberration beating is a Lightning Bolt of card advantage).
Chain Lightning is not always a no-brainer, but I don't find anything better to stick in it's position, and helps clearing the way in the first turns or give the last burning gas late game.
That being said, I would test something like this:

But then again, the big question mark in my head about this is the splash between Goblin Guide/Lavamancer/Snapcaster/DTT. The rest of the decklist is pretty much sure to me.
I am new to legacy, I play magic online only (due to convenience), and U/R Delver was my first deck.
Lately, I've been unsure of what to do with TC being banned.
One thing I have noticed in the short time I've been playing, I have won a decent amount of games without ever casting Treasure Cruise. I play 8 bolts in my deck, and I've had a number of turn three kills involving a quickly flipped delver, and/or monastery swiftspear combined with several bolts and cantrips.
The worst thing about dig is the uu cost. It does let you dig for specific cards, which is amazing.
Anyway, I hope to adapt this deck and keep winning, because I sold out of standard and modern to make this deck, and I want to protect my investment.
Even though Treasure Cruise is still able to be played on mtgo for a while, I did some testing with this list. It's identical to my TC list with DTT in it's place.
I haven't played that many games, but I specifically remember beating Miracles yesterday morning, DTT felt good, but not as sick as cruise. One other match I won, I pitched a dig to FOW, and that made me chuckle.
Swiftspear gives this deck some insane explosive starts. Seems like this deck should still wreck it up with the right retooling.
