Just making a thread in case anything new actually looks interesting. So far, nothing really, just a templating change that "enters the battlefield" is now shortened to "enters:"

This is an expensive way to Ephemerate Solitude, Grief, Recruiter of the Guard, etc. For 4 cmc you'd need enough Birds to get recurring value.
Pride of the Clouds? Too slow for Legacy.

In Standard you can try to build around this and cards like Aven Interrupter and Nimble Larcenist.

It prevents re-targeting the same thing and has a delay before stuff comes back. They really didn't want it to see any combo use.

Glarb looks playable in GSZ Field of the Dead piles. It's a Courser of Kruphix effect with deathtouch & Surveil.
Might be playable in Sultai Beans. Casting Force, Murktide, etc from top of library is pretty good. Fills the graveyard for Delve.
Flubs... lets you Cheerios your way through the deck once you're down to 1 card. There's probably some degenerate storm brew possible, but it's probably Tier 3 and worse than Song of Creation.

If you have some free, repeatable discard outlet (e.g. Psychic Frog, but that is kinda off-color), you can basically guarantee the draw each time. Probably no need to be fancy.

feels trappy. how many tribal decks still need a ton of mana AFTER they get all their dudes out? Elves doesn't count because they already have infi mana at that point

In most decks it will also be worse than Nykthos, Shrine to Nyx which sees no play.

Song of Creation.
The effect is certainly weaker than Song of Creation but Flubs does have lower casting cost, triggers on land drops and is compatible with stuff like Summoner's Pact so at least Flubs isn't strictly worse. There's probably some kind of tier 3+ dredge deck too.

Red stompy/Initiative could consider it but it's probably worse than their other 4cmc options. Maybe SB.

Dredge has no room for a 3-mana spell in Legacy or Modern.
Dread Return has better targets (Satoru, the Infiltrator, Duskana, the Rage Mother, Ox of Agonas, and Ashen Rider are the more common ones these days; Griselbrand, Atraxa, Grand Unifier, Archon of Cruelty, and Terror of the Peaks don't make the cut).
I don't think Madness decks could make use of it either, and I don't think it is strong enough on its own to warrant building around. Any sort of deck built around it would probably fail to function without it since the ability is so unusual. I know you said Tier 3+, and that is technically true, as a non-functional deck would belong in that category.
I would love to be wrong, as I like both Dredge and Madness as archetypes - drawing cards and discarding cards are things I find fun. If I played Commander, I would definitely try to build around it.

Works flawlessly with Seasoned Dungeoneer and can be triggered by stuff like fetches or Ancient Tombs. Although the "dies to Bowmaster" drawback might be too harsh.

Cruelclaw doesn't shuffle your library first & doesn't care about CMC. If you can manipulate your top card, you can cast Emrakul. Or even just Nulldrifter, Troll, or Grief.

Chain of vapour and void snare are played in legacy. Unless you are bouncing your own stuff/playing burning wish, this seems better.

What decks other than Storm play Chain of Vapor? Storm sometimes uses Chain of Vapor on themselves.
I think Void Snare only sees play as a Burning Wish target, otherwise that slot would be Chain or a 2cmc (Brazen, Echoing Truth) to beat Chalice @ 1.

That seems pretty good. It's noteworthy that X can be equal 0 and it can still copy stuff like DRC, Death's Shadow and Delver.

It’s worth noting that only Storm plays Chain of Vapor specifically because Chain of Vapor is bad if you have permanents you care about getting bounced yourself

Storm also tends to see postboard Chalice @ 0 more than Chalice @ 1, so Chain gets through Chalice. Most decks prefer a 2cmc, so they may not want the new card.
Storm sometimes has permanents it doesn't want bounced, but removing a hate piece is usually worth it (+ they lose a land + you can bounce a threat). The mode as a storm engine's useful.

It's not copying Marit Lage without flash OR dying the to legend rule.
Edit: Unless you play Mono U Martyr, chump block Marit Lage with a 1/1 flyer, then play Mockingbird for U.
