You could try Empyrial Archangel or elderscale wurm as NO Targets. Not sure exactly how good they are, but testing couldn't hurt if burn is really a problem for you.

I'm not 100% sure what you are referring to, so I may be off. I thought tar pit comes into play taped. So you couldn't play abrupt decay on turn 2 if you played it that turn.
