This. Sounds like the HJ is new to the game &/or ignorant of the cards he's not allowing.
Extended borders are one of the alters that is allowed more often than anything else.

I'm not sure about getting DQ'd but I know that you cannot interrupt the match. Including stopping them to call a judge

As mentioned by others it is very sloppy Out of Ordering Sequence. Technically illegal, but allowable by the rules. A good talking to would follow my visit to the table.
