Leyline of the Void, on the draw

This may seem basic but I've never run this puppy in my sideboard. If I am on the draw (opponent plays first) can I place Leyline of the Void in play before to takes his turn?

Yes, what I do is annouce Turn 0 and place the Leyline into play. Never been an issue.

You have to either put it into play before the opponent takes their turn or not at all. You can't wait.

How do you resolve conflicts about a player playing Leyline of Singularity and another one that doesn't know if he wants to play one or two Leyline of the Void?

103.5. Once all players have kept their opening hands, if any cards in the starting player's hand allow that player to begin the game with those cards on the battlefield, he or she may put any or all of them onto the battlefield. Then each other player in turn order may do the same.

In other words, the one who is on the play gets to drop Leylines/Caverns first, and he gets only one shot at it. The player on the draw can (and should) ask him whether he wants to play anything before he does so himself.
