    I guess not, if my opponent can tap his mana in response. Is this card officially useless?

    It forces your opponent to tap out during your turn or else you get to use their mana. If they decide to tap themselves out then they won't have any mana for the attack phase or for the second main phase. This is how it always worked except that now the opponent won't lose life as a consequence of tapping out and wasting mana.

    You can't respond to someone tapping a land for mana. So if you cast Piracy, your opponent can tap out in response, and you get no mana. Or your opponent is an idiot, and lets it resolve, at which point you can tap their lands, but only to cast spells.

    Compare it to Mana short and to Power Drain.

    This card is the third one which can empty opponents mana sources, making him less dangerous during your own turn. At all still good deal.
