It was initially based on Joshua Potucek's UR Landstill decks from earlier this year. I was extremely happy with it in initial testing against slower blue-blased decks, but it can have a very difficult time closing out a game and is vulnerable to combo-control strategies that can exhaust its initial supply of countermagic. It usually takes a few turns to reassemble a grip full of counterspells, which can create some nasty "shields down" moments.

The sideboard is pretty terrible, I never got around to cleaning it up.

I'm working on a new list in URW, cutting the Bolt, Mox Monkey, one Fire/Ice, and possibly one additional card for a Balance and 2 or 3 copies of Swords to Plowshares. I've also seen versions that cut the Engineered Explosives for Null Rods, which I don't like but is a reasonable call in a field full of Vault/Key blue decks.
