I completely agree with OP. Miracles was the only competitive blue control deck in the format. Sensei's Divining Top was a powerful, skill intensive card that helped define Legacy as a format. If I wanted to watch people bash tarmogoyfs into Liliana of the Veil's, I'd go play Modern. And I say this as a TES player...

I think Top was the wrong card to ban. Banning Top kills the entire archetype.

I loathe Miracles. Like, haven't played Legacy in ~2 years because I got so sick of seeing it, and I still think Top was the wrong card.
Terminus was the real problem. We had very good control decks in this format that weren't completely oppressive with Top and Counterbalance legal. Now they've taken away the best/only non-blue consistency tool from the format. I can think of a half dozen other decks that are really hurt by this.
I think the biggest thing is the deep seeded emotional understanding that the right play is the right play regardless of outcomes. The ability to make a decision 5 straight times, lose 5 times because of it, and still make it the 6th time if it's the right play. - Jon Finkel

Banning either Counterbalance, or Terminus (or both, to make extra-sure) would have had a strong enough effect to weaken Miracles, I think. I'm sorry for the other decks that used Sensei's Divining Top as the only credible non-blue and non-green way to meddle with the top of their libraries :(

Unbelievable! After so many years they ban Top now! I hated CounterTop combo back then in 2007/2008, but a bit I admire that it takes some skill to pilot.
I admit Sensei's Divining Top is a overly strong card, but I think the unfair card of the CounterTop combo is Counterbalance because it always triggers for no cost and has always the potential to counter the spell which would always be a huge swing against the opponent. Sure, Counterbalance isn't good enough without library manipulation, but that doesn't make library manipulation broken. It's Counterbalance.
That said, I think it wasn't necessary nowadays to ban CounterTop. I would have banned Terminus, probably a few years ago. That might have sufficed to dial down the deck. An instant board wipe for just W is the real problem. Miracle is the broken unfun mechanic, not library manipulation with Top or Brainstorm!

WTF is WotC trying to do?? Don't they realize that Standard-esque creature-bashing is the way to get new players into the game, but the eternal formats are the way to keep players in the game??
People don't fetch 10+ times / game, one player with top will often top ten times in one game.
I am sure Wizards is taking the time argument into account, but them mentioning "a lot of people don't manage to use their top without slowing games down excessively" would just be met with 100% replies of "thats not me", so its futile to mention it.

There's Nic Fit (which can run Library, although that has less synergy with Deed) and Painter. Maybe a few Storm decks somewhere in their 75. And some Tier 3.5 garbage nobody cares about. That's it.
Stopped playing Legacy because of Miracles almost a year ago. I'm glad I can finally pick the format up again.
As for the time argument, it was always silly Counter-Top was causing ban-worthy tournament delays in Extended, but exactly the same shit was fine in Legacy forever.
