Thats a great idea, but why not...
Fetchable duals that read "ETB: Each opponent gains 1 life” in commander legends 2. Or it could be they peek 1, or scry 1, or any other minor upside for the opponent.
That would not violate the reserve list, but no one would feel too bad if they had to use them because they couldnt afford regular duals, where as decks using shocks in place of duals straight up lose to aggro/burn/delver as a result.
The duals are the main cards that bar entry to legacy. Outside of some narrow cards that see play only in a deck or two, most legacy decks can function fine without any reserve list cards if they just had fetchable lands that are almost as good as the duals.
This is what the playerbase should be advocating for.
What if Wizards held another contest that let the players design a cycle of dual lands that do not violate the reserve list but are more powerful alternatives to the duals than any of the current land options? Wizards has held contests like that in the past? Why cant we all write Wizards asking them to hold another such contest?
Snow-covered duals would be pretty cool, and make snow decks a lot better. Same functional use in any other deck as a normal dual, and having 8 copies of a specific dual in a given deck seems extremely unlikely with how important fetchlands are to most decks.
Snow duals exist and are common. They etb tapped, printed in Kaldheim.

Most players and some playgroups are okay with proxies.
But some players and a lot of shop owners arent fans of proxies.
Yes proxies are fine, but having legal fetchable dual alternatives that arent going to contribute to as many game losses as shocks do would be a big boon for these players/play environments.
Having an opponent gain 1 life or randomly peek at 1 card for an untapped fetchable dual would be infinitely preferable to losing two life in most games.
Since these cards would only be legal in legacy and commander, the players that already have duals would have zero interest in these and no deck needs or wants 8 duals, these duals would be quite affordable and an excellent budget alternative without impacting the price of reserve list duals.
The next legacy/commander only set absolutely needs to print such lands. Maybe the D and D set or the Harry Potter set.
With the Modern Horizon 2 patch, MTGO has also updated the Phyrexian creature type. This is relevant because good ol' Plague Engineer now completely wrecks Infect since all Infect creatures (including Inkmoth) are Phyrexian now.

I wonder how viable a black Stompy shell with 4x Leyline of the Void, 4x Voidwalker, 3x Helm of Obedience + 4x Karn would be. 8 Leyline effects should give you alot of game vs anything GY-based and excess cards can be pitched to Grief.
The new Suspend Bribery might also be interesting tech for decks running Cascade after sideboarding against decks running fatties.
But they're not good enough to make a Phyrexian tribal, at least not yet.
Some of the choices are pretty interesting, like making Selenia a Phyrexian.
