Is that really much better than Rule of Law which AFAIK sees very little play?
Yes, I think so. The body makes a difference. While the body makes the effect easier to remove, having a 3/3 in play matters. Also, the second line of text can matter in initiative fights and vs. haste.
Now, I don't know if this is good enough to see play in a pretty crowded 3cmc slot for white (Anointed Peacekeeper, Elite Spellbinder, and Archon of Emeria).
I have no idea how viable it is but the effect could also be incredibly lopsided if there are enough cards with the Phyrexian type on them? I assume the tribal spells are all trash but even just being able to outpace the opponent with creatures while keeping them under Rule of Law during opponent's turn sounds interesting

Vulnerable and way too narrow due to depending on a PW, but the sheer amount of power this thing can generate is certainly something. Combine it with Samut, Tyrant Smasher and you have a nice junk brew.
