This came up in a tournament and while I was sure I was right, I let it slide since no one else at the tournament knew the correct ruling and there was no judge to confirm with. So I'm posting this for my own sanity and to inform those that thought otherwise.
Here's the situation:
Me: Cast Red Elemental Blast targeting Sea Drake already in play.
Opponent: Divert targeting Red Elemental Blast changing the target to Divert.
I explained that ReB is a modal spell and once the mode is chosen ("Permanent" or "Spell" chosen upon anouncement of the spell) it can not be changed. Only the target could be changed and there wasn't any other blue permanents in play.

You are correct.
I think the person was thinking of Counterspells. I was there and I really wasn't paying attention or a Judge so I just kept quiet. No need to make the situation more complicated.

I guess that see drake is already in play, because if you attempt to counterspell it, then he could do what he did.
Now if it was a pyroblast you could divert it to any other permanent in play.
