    Azami VS Damping matrix

Damping matrix says that Activated abilities of creatures and artifacts cant be played.

Azami has ability written like this:

Tap an untapped Wizard you control: Draw a card

I am not sure what kind of ability is that - Static or activated. I see the ":" so i suggest it is an activated ability with some sort of global effect in it

    Is it correct?

Think of the tap symbol as though it read "This creature taps itself", something it can't do with summoning sickness. Then think of Azami's ability as if it said "You tap a creature", something you will always be able to do because you never have summoning sickness. This is the main difference between using or not the tap symbol, but both are activated abilities. You can't use them with Damping Matrix in play.
