Does Gale, Waterdeep Prodigy's ability allow him to cast sorceries during combat or during an opponent's turn ?

The rule of thumb I use to remember on timing restrictions is this:
If a spell or ability tells you to just cast a card then it'll break timing, your Sorcery is cast in combat or whatever nontypical gamestate.
If a spell or ability gives you a window or duration to cast a spell, until end of turn you may cast that card, then normal timing restrictions will still apply.
No duration, cast it as part of the effect
Duration specified, follow normal timing
"Can't" usually overrides "can" in Magic. Teferi shuts down cascade spells out of Mississippi River, which normally would be castable, so it should similarly shut down Gale's ability. Notably, you could still cast your spell if Gale's ability had a duration specification like PirateKing mentioned.
