Each draw is always a separate event. "Draw 3 cards" is essentially shorthand for "Draw a card. Draw a card. Draw a card."423.2. Cards may only be drawn one at a time. If a player is instructed to draw multiple cards, that player performs that many individual card draws.
Because of this, abilities like Wisescale Serpent's will always trigger three times.
Also, that's very unlikely to be the actual "final wording". It's written wrong and doesn't match what's on Salvation, but that's just nitpicking.

Yep sorry, i' ve translated very bad, the right wording might be:
"Whenever a spell or ability causes you to draw a card, put a +1/+1 counter on *this*"
I' m not sure if it says "at the end of turn" or not, in that case it obv sucks :D
