    Card Flash

You may put a creature card from your hand onto the battlefield. If you do, sacrifice it unless you pay its mana cost reduced by up to 2

    Just bit confused in translation...

Manacost reduced to 2, should mean that the cards cost will be 2

Manacost reduced by 2 should be that the cards cost will he X-2

Manacost reduced by up to to means that the cards cost will be reduced by 2 or 1 or not reduced if threre is no colorless mana?

It means you have to pay whatever it's converted mana cost is minus up to 2 colorless mana.

Note that it only reduces colorless mana. So if the creature you put into play costed 1RR, then you would still have to pay RR because it only reduces the colorless portion of the casting cost.

For quick-answer questions like that, you might try asking in #mtgrules IRC on EFNet, http://dcifamily.org/askthejudge/.
“It's possible. But it involves... {checks archives} Nature's Revolt, Opalescence, two Unstable Shapeshifters (one of which started as a Doppelganger), a Tide, an animated land, a creature with Fading, a Silver Wyvern, some way to get a creature into play in response to stuff, some way to get a land into play in response to stuff (a different land from the animated land), and one heck of a Rube Goldberg timing diagram.
