Skip your draw step. You may skip this ability if you pay 2 life at your draw step.
Rockout can't be the target of spells or abilities your opponents control.
You can't be the target of spells of abilities.
Creatures can't attack you unless their controller pays 2 for each creature he or she controls that's attacking you.
If RockOut is in your opening hand, you may reveal your hand and discard all non land permanets from your hand. If you did, begin the game with RockOut on the battlefield.
I tried to balance it out but it still seems too good. Skipping your draw step doesn't matter when you can't lose.

Is it? I mean, not THAT many decks expect to cast more than one creature card, and any other deck can just cast the creature spells last. I mean, it could be useful for winning counterwars over creatures like Dreadnought, and it stops Vengevine Madness cold, but that's about it.

When ~ enters the battlefield, choose a card in your graveyard. Search your library for a card with the same name as that card, reveal it, put it into your hand, then shuffle your library.
If there are no cards in your graveyard, instead search your library for a card, put it into your hand, then shuffle your library.

Uhm, your version looks more correct than mine, but mine is more... disturbing, to use your own word, which fits perfectly with the theme of the card :P
Plus it would be awesome to see people trying to determine randomly a card among 40/50 (or 200/220 if playing Battle of Wits).

When SpikeyMikey enters the battlefield, discard a card at random from your hand. If you discard a creature card this way, put a +1/+1 counter on ~this~ and ~this~ gains haste until the beginning of the next end step.
Whenever a player casts a non-creature spell, that player sacrifices a permanent.
Whenever a player plays an activated ability of a permanent he or she controls, if that ability is not a mana ability, that player sacrifices that permanent.
