I have a deck similar to yours. I also have the devil in it and x4. I ll be honest with you; i haven't tested it that much but decks that don't have removals (re-animator for example) are in BIG trouble if they dont counter this thing or if you counter their removals-same thing. It is fast but it is isnt that reliable. Many times they allowed it to resolve only to kill it or block it. But then again its 1 less removal for delver and 1 less card for them (if they force then 2 cards). Other times its this fast:
turn 1: fetch, volcanic, delver
2: mountain, lightning bolt, vexing, (flips delver) attack for 3 and either take dmg from devil or allow it
3:another land (maybe),some burn, attack for 7 or for 3 and opp's life at 7
4 attack, fireblast, win
In this deck devil is like an efficient burn spell (well kinda), because even if you drop it late, as a creature, you can still protect it or just put it back with brainstorm and ponder and draw something else. Besides, a resolved devil kicks goyf's ass for the first turns ^^.

Scored 3-1-2 in a tournament of 33 people (placed 14). I played against Merfolk (2-0), UWgr Stoneblade (2-0), RUG Delver (0-2), Maverick (1-1), Goblins (2-0) and UG Infect (0-2).I really liked my list, despite my bad final position. The deck was very competitive. Some thoughts:
That UG Infect countered every bolt or cs I had. It was a UG list which ran counters and pump spells (Invigorate, Berserk, etc). As creatures, Blighted Agent, Glistener Elf and Inkmoth Nexus. A good, but beatable deck. Too bad he had more counters than I had bolts/counters.
RUG beat me first round with 2 life and second round with 1 life. I heard UR Delver was made to beat RUG, but I seem to have trouble with that match. Whenever an oponnent resolves a Goyf (usually 4/5), the game goes much more in their favor, since Snapcaster, Guide and Delver are smaller. I know flipped Delver flies, but the problem is that they got a stronger creature base than ours: Goyf, Mongoos and their Delver. If you havent lowered their life to like 10 life or so by the time they land a Goyf or Mongoose becomes 3/3, the match becomes very difficult: 4/5 Goyfs or a 3/3 Mongoose blocks Guide and SCM all the way, and Goyf is either a 2 bolts for 1 or you need to have a lavamancer in play to get rid of him (with help from a bolt). I sideboard in +3x Mind Harness, +2x ReB, -3x FoW, -2x Thunderous Wrath, but im not sure if its the best option against them. Is the best shot we got race them? I could use some advice in that matchup.
Maverick was also difficult: my oponnent ran 4 Thalia and 2 Karakas in the mainboard. Every game he had a Thalia and a Karakas on the battlefield. In the game I lost, I had to 2 for 1 to kill his Thalia, only to have another Thalia enter the battlefield next turn. In the game I won, I had a Lavamancer in play (shines against them) which was used to "bounce" her. Im still not sure what to do against that, since I dont want to run Wastelands in this deck, due to PoP. Against Maverick, I usually sb -3 FoW, +3 Mind Harness. I could use some advice here too.

About Thunderous Wrath: didnt see any on the tournament, but was awesome in testing. I gives you the reach the deck sometimes lack. Its bad when it is in the starting hand alone, but great when it comes with a BS. If it comes alone, u still have 4 BS and 3 Ponder (to search for BS) to make use for it. Sometimes (very few times) it get stuck in your hand, and that sucks. Sometimes you topdeck it (or BS it) and it kicks ass.
About Mind Harness: not sure about this card yet, still testing. Works fine with Goblins, its great when you enchant an oponnents Goyf, Reliquary, Ooze. But it doesnt solve my problem with Maverick's Thalia and Karakas, which is the main issue versus Maverick. I see Submerge as an option, but an experienced player wont crack his fetch against this deck and will play the creature again on the next turn.
It is just absurdly strong. Probably 90% of the time I play it before turn 3 they take 4 to the face, and late game it just adds to the pressure. And there have been games where it goes turn 1 Devil, turn 2 Guide, Guide swing ... thats just insane. Devil is kind of like a better Browbeat for the early game. The reliability is the problem, sometimes I just want a dude to stick when my hand isn't that fast. That is why I began testing Figure of Destiny because there are numerous games where I will draw enough land to make him just massive and he comes down t1 and will get some damage in. The good thing about Devil is that it speeds the deck up, and late game your opponent (assuming you have a slow draw) will be a low enough life they have to let it resolve and won't be able to swing through it. I had a game a while back w 3x Devils in play and 1x Guide staring at 2x Knight of the Reliquary and 2x Goyf and he couldn't swing due to life totals. They stalled long enough where I drew into burn and just won. It is also big enough to be a legitimate threat mid-game, especially when paired w Delver and GG.
I do want to cut it though, and Figure seems like the right call, but, I don't think I have played it enough, because there are times its just insane and it has been the MVP of the night. Thus the reliability of Vexing Devil ...

We weren't made to beat RUG, RUG has the positive matchup when paired with us. Your Mind Harness's look great honestly, If i didn't plan on the Burn Route I would probably run them or submerge. Against Maverick it's best to just burn their face. It's hard to control them and you will run out of cards killing their creatures.
In Europe, UR Delver has been performing exceptionally well eating Miracle Decks and Control Decks here are both top 1 finishes:

Well, "In Europe, UR Delver has been performing exceptionally well" is pure exaggeration, just because it won one or two ~50 players events in the last months.
I am currently trying a 3 Wrath build myself, but I've only played a few games with it in comparison to the normal build. I thought "fuck it, go make things burn", so I'm trying a more aggressive approach. We'll see how it works out.
About vexing devil... I know sometimes will completely betray you but the speed it gives you is WTF-ROFLCOPTER-LOL !!! My reanimator lost every match to my my friend's U/R delver because of this guy and of the miracle burn. It all comes down to what you want to do with your deck; whether you want to have more consistency with your burn (snapcaster) or go all-in with miracle and devil.
I literally had the exact same outcome over and over against my buddies reanimator deck the other night playtesting devil+wrath = fast but I play 4 thunderous wrath and portent over ponder.
Looking at Andrew Schneider's list I see a Banefire in the sideboard. What matchup is this for?

I would prefer that people don't have primer on this deck (our opponents), it's much better to have it under the radar and not be a part of anyone's gauntlet.

This is new to me, and looks pretty fun. I think one player at mtgo has been running similar builds. I even think one of the channelfireball players ran into him in one recent legacy video. It seems like at good idea to drop guide in those builds when you run wasteland and full daze.

No idea if it is really good (inclined to think not), but it is creative.
It looks as if it would not have enough fire-power to win a game, since all the creatures are pretty fragile and with the exception of delver slow. Lightning Bolt as the only "real" burn seems wrong with snapcaster. I guess chain lightning instead of fire/ice would not be a bad idea.
Standstill in such a deck... Daze/FoW show he wants to resolve it turn 2 after a 1 drop creature. And with the man-lands and the 1 drops he should be able to present a clock. However not sure about him making a ton of land-drops under standstill. Best advantage is that nobody expects it and that probably a ton of people already forgot how to play against a standstill.

I guess this is an example of UR Delver when it leans more towards control than burn.
Here is an example where it most certainly leans fully towards control, with crucible and stifle main, and bolt is only there to burn the opponents turn 1 creature.
