Each opponent reveals cards from the top of his or her library until he or she reveals X land cards. then puts all cards revealed this way into their graveyard. X can't be 0.
Seems like an interesting card. The question is, is it better than Mind Funeral, which combos with the Duskmantle Guildmage.
I like to imagine how the conversation between designers went down while designing this card:
Was Call really that broken during its Standard time?Designer A: What do you think about this design?
Designer B: Looks pretty sweet, but I think I saw that design somewhere...
Designer C: That's an Eladamri's Call, except with red instead of white. We need a typical red ability before people realize we only recycle cards anymore.
Designer D: How about random shit?

It's more reminiscent of a terrible fixed Intuition. You get a single card type, they have to have different names, and the rest aren't even put into the bin for crazy graveyard tech.
I don't quite get why it's not just a requirement of the card to search for three different ones, as opposed to a goofy "if" clause, like if you forget then you don't get anything, or something. That's a bit clunky.
There are still potentially interesting piles for it like:

or in a sneak attack deck:
Emrakul,Griselbrand,Blightsteel Colossus

Yes, but it is still worse than Eladamri's Call, except you can't afford white.
Mind Grind is trash outside of Standard; and likely in standard too, but it remains to be seen if mill becomes a thing. It is worse than Mind Funeral in every situation you can think of (including mad belcher tech) except where you have infinite mana and have no better way to finish off your opponent.

EDIT: In all seriousness, it is better than Mind Funeral in EDH and/or other multiplayer casual formats, but worse in Constructed. It also has worse art.
And I'm pretty sure the Belcher thing was a joke because seriously, what Belcher deck lets you get to three mana without going off?
It's due to the random effect, which makes wording the card a bit difficult if you want to be very explicit, I'd imagine. Still, the Gifts trick should work:
"Search your library for three creature cards with different names and reveal them. Choose two of those cards at random and shuffle them into your library. Put the remaining card into your hand and shuffle your library."

As I think about it, it's probably not all that bad in Limited, though it'll still be worse than Eladamri's Call would have been. "Search for your three best creatures and keep one" isn't the worst thing a player can do in a (probably mostly) deck of singletons. Maybe some random RG EDH deck will get by using it. In fairness, White's tutors should generally outmatch Red's from a flavor perspective (strategy vs. chaos), so it shouldn't necessarily be on par with Eladamri's Call. If you're just looking for creatures anyway, I'd say it's better than Gamble anyway... :/701.15. Search
701.15a To search for a card in a zone, look at all cards in that zone (even if it's a hidden zone) and find a card that matches the given description.
701.15b If a player is searching a hidden zone for cards with a stated quality, such as a card with a certain card type or color, that player isn't required to find some or all of those cards even if they're present in that zone.
Example: Splinter says "Exile target artifact. Search its controller's graveyard, hand, and library for all cards with the same name as that artifact and exile them. That player then shuffles his or her library." A player casts Splinter targeting Howling Mine (an artifact). Howling Mine's controller has another Howling Mine in her graveyard and two more in her library. Splinter's controller must find the Howling Mine in the graveyard, but may choose to find zero, one, or two of the Howling Mines in the library.
701.15c If a player is searching a hidden zone simply for a quantity of cards, such as "a card" or "three cards," that player must find that many cards (or as many as possible, if the zone doesn't contain enough cards).
701.15d If the effect that contains the search instruction doesn't also contain instructions to reveal the found card(s), then they're not revealed.
Actually, a good number of decks play less than 20 land in Legacy: for example, RUG Delver only plays 18. Spiral Tide plays 18. BUG Midrange still only seems to play 21. The only Legacy decks that seem to play more than 21 lands tend towards midrange and control. I think it merits testing before being an instant-discount.
Are you planning to play it with X>4? Otherwise Mind Funeral is better, or Blue Sun's Zenith/Stroke of Genius if you're looking for a way to spend infinite mana.
Signal the Clans is an instant. It makes all the difference in the world. Problem is: how often does a green/red deck want to leave open 2 mana? This card has an identity problem.

I'm pleasantly surprised by
Sorceries are extremely powerful, creatures with power 2 or less are extremely good, and the third is... ok I suppose, it adds a bit of utility when you need it.
I'll end up playing it in Modern for sure, but there are a lot of powerful legacy sorceries and utility creatures it could help against.

In my experience, plenty often. Whenever they aren't the beatdown, for example. Unless your hand is strong as shit for example, there's no way Kirdape.dec is playing the beatdown versus, say, Goblins. That 2 open mana is Incinerate, Magma Jet, any 1R or less burn spell for Lackey, any 1G/R or less artifact hate spell for Vial, and so on.
Still in that situation, I do not think you want to be casting Signal the Clans EOT, assuming things have gone well for you and you have the mana open. I like it fine in Limited, but I don't think a single Constructed format would trade RG for a random creature.
I really like the charm, but I don't like the color combination (BUG already got a push with Decay and Shaman). It counters discard, Wishes, Show and Tells, etc, kills a significant amount of creatures and combo parts (Painter, Bob, Shaman, Lavamancer, unflipped Delvers, Snapcaster Mage, Stoneforge Mystic, Venser, sometimes even Goyf, Teeg, Thalia, the Goblin crew, Goblin Guide, Steppe Lynx and messes with Cascade as well as Counterbalance and Top.
