This is a list from Starcitygames that seems awesome and super fun. It has no real answer to old school RUG delver... but it seems like it could be fun in toadies meta.

Stifle, tarmogoyf, wasteland, mongoose.... I have used logic like yours for years when building decks and have still fell short.
That being said, RUG Delver has fallen off the radar!

Sure delver can usually get there when they have it all but that's kind of the point of playing RUG. This deck will kill their 1 threat they've drawn and then grind them out just as often. I've been playing shitty decks that durdle around killing things for as long as I've been playing legacy and RUG delver is never the biggest problem in the room for them.

Punishing nic-fit and intuition lands are the two decks I play that are closest to it. I also try and play a friend's miracles deck whenever he feels like lending it out at our weekly. It's obviously quite different from any of those decks but I would guess the creator of the deck wants games to unfold in a similar way. I imagine it just trying to answer every threat possible while digging and topping into better cards to keep the party going until it's time to turn the tables.
I really wish I had the blue cards together on magic online but they all got liquidated into a vintage shops deck a little bit ago. I'd love to start jamming some games to see what it plays out like.
I really love how this deck looks like, right up my alley. Always down for a good blue Punishing Fire Control Deck.
From my historical experience with similar decks (not RUG Control, but also PF/EE/+4 Spot Removal -StP in my case) RUG Delver with a competent pilot is hard. Stifle just wrecks you so hard. They will more often than not outtempo you with well placed taxing counters and stifle on EE (basically your only out to 8 of their creatures) is such a brutal beating. Maybe the inclusion of CB/Top changed the dynamics, but I can see why someone would claim this a rather bad MU.
As for the decklist itsself -> I don't really like the 2off Pierce. I could see 2 or 3 (replacing the 4th Intuition) Izzet Charms here, which gives you the additional utility of killing more than half the format's critters, also, once you got Loam or Fires/Groves going it becomes a mini drawengine. Just my 2 cents.
That's the idea, or discard 2 lands returned with loam. I know it's not impressive, but it least this card is way better than Spell Pierce in this kind of deck, unless you face tons of glasscannon combo in your meta. Very rarely will any half decent combo or control player be forced to play into the Pierce, since you have close to 0 pressure.
