It's a subtle gripe, but if you're going to create a card that is 'outside' a Blue deck, don't make it so bloody easy to cast :Dis a really soft casting cost and there are so many UG or UW lists that would be able to just adopt this card without really flinching. Even just changing it to
would make it harder to cast with Islands and would probably let you give it +1/+1 or a relevant combat ability or something.
A blue deck appropriating a card clearly made to boost the effectiveness of an underused color, and subsequently thumbing its nose at the entire game of Magic? Surely, you are not speaking of legacy. Maybe something more like a reverse Sygg, River Cutthroat?

I was thinking how to increase the draw quality for nonblue decks in Eternal formats. So the basic idea was this:
Alot stronger than Crystal Ball and Witches' Eye, but then again, this would be aimed at Legacy (and Vintage). However, the basic design has some issues:Mind Map

- it's card disadvantage with no ability to compensate like Top or Sylvan Library, for a mere card filter
- if it's good enough, blue decks would run it as well
- going into most decks without a drawback isn't desirable
Which led me to this:
This kills three birds with one stone. It doesn't automatically go into every deck (especially blue ones), it nerfes cantrip and other broken cards like Griselbrand, and it helps fixing the draws of nonblue decks.Mind Map

Anyway, to continue on the "fix going second/first" and promote monocolor:

When Unluckyman Mountain ETB, if you control no other permanents and you have 7 cards in your hand, deal 3 damage to your opponent.
T, pay 1 life: add R to your mana pool
Forest would search another forest from deck and add to your hand, island would scry 2, black would make opponent discard 1 or fateseal 2, plain would give you a 2/1.
As for making a red varaint of D&T Viable, i think this could do it:

I don't understand what the priority issue is.
Th effect is also potentially useful vs card selection cards such as Brainstorm and Dig Through Time, tutor-likes such as Natural Order or Lim-Dul's Vault, choice cards like True Name Nemesis or Painter's Servant, and 'will of the council' voting cards.
