Yes, I'd say it matters a lot.
I'm pretty firmly in the "never promo, never surrender" camp. There's only a handful of reprints/promos that I'm actually willing to condone, and almost all of them are based on a flaw of the original card that's been fixed to a tremendous degree on the reprint. Bloodbraid Elf, Circle of Protection: Red, and Reclamation Sage stand out as prime examples. All of the original printings look like complete shit while the replacement retains the same border but with drastically improved art. Another thing I'm willing to "ok", despite my indifference for foils, are the truly og FNM promos like Chill. Printed only shortly after the original printing with the only change of the card face being set symbol and sheen.

High end foreign language foils almost never go up for auction at no reserve because they NEVER reach the BIN prices - usually they go for half that. Russ foil Gris went for about 460 US recently, Emrakul went for 1500 last year, I bought BOB a few years ago for 700. This card would not go over 1000 at ebay auction, that's why KI isn't putting it up.
