I saw a deck a few weeks ago, somewhere in the New Dev Forum that ran Intuition for Demigod of Revenge. I think this could be a suitable finisher for a slow U control deck. Seems fitting.

How do you suggest we produce ?

Well i thought since we're strickly discussing an avenue or premise for base U/R deck that we could simply build a list top down. There are ways of fixing the manabase so that we can cast RRRRR.

It does pose a problem, yes. But there is sub-par cards we can use to color fix apart from tweaking the manabase. Cards like Manamorphose, Rite of Flame; Seething Song. But, I agree they are all dead cards and would solely be suited to play said finisher.

I hope I didn't offend you by suggesting the idea.
