RG Lands is combo/prison, but I'll agree RUG Lands is pretty much straight prison.
We don't see much of RUG Lands at the top tables though.
Yes, prison is a type of control, but we don't have a word for non-prison control, so we often just say 'control'.
As for Loam, I have been very clear to say non-midrange control. Loam is 100% a midrange/control deck. Death by PF is a back up should Goyf fail.
Okay. I took that to mean that did not think power level alone was sufficient cause for a ban. This is the most reasonable interpretation.
You are correct that technically they left that open (and they are notoriously deceptive with things they merely imply). I'll cheerfully concede this point.

I played Dreadstill back when that was a thing in the first Chicago Legacy GP, which at the time was a gigantic tournament. I believe that was near the end for Mystical tutor in Legacy. Top and counterbalance was strong. A lot has changed over the years for each of the various decks. Miracles has had enough time in the sun. Is the deck dead, absolutely not, but top was the gas that made the fire burn in that deck. I don't think it will thrive as well as Tendrils and Reanimator have since the ban of Mystical.
My most selfish opinion is that my absolutely favorite deck for any format might have a good shot at being really good again. Time Spiral high tide with candelabras for the win!

Nothing bad happened here. No sweat. As much as I like to pick on WotCs badly worded Announcements, I just felt that this one wasn't quite unreasonable. For me it hinted that the longterm Performance would have been sufficient to ban it, but the logistical issues on top just sealed its fate.
I am just confused about why a goddamn sign on their Parking lot possibly left more of an impression than 3 years of data and dominance

Just based on the wording of the announcement it looks like they have been watching the format for a very long time. I'm sure that they also thought that some of the newer cards they printed especially for Legacy (prelate, leovold, etc) and newer ones (Chandra) may help as well. For sometime they did but the deck adapted and continued being leagues better than the rest of the format.
I think the nice thing about their ban/unban cycle change is that if they feel like the format has gotten to a point where it can handle miracles as a deck they can just unban the card. I think the best part of this announcement was just the confirmation that yes they do watch the format even though they might not directly acknowledge it.
That's a terrible philosophy: alienate a large portion of the playerbase as an experiment? People have been saying "Legacy is dying" for years, but WotC actually just killed it. By the time WotC realizes their mistake and starts banning things like TNN and DRS "in the interest of competitive diversity" or unbanning Top and other stuff because "we feel the metagame can handle it", the format will be dead.
The purpose of any moat is to impede attack. Some are filled with water, some with thistles. Some are filled with things best left unseen.
