Basically an uncommon Cavern of Souls - without the uncounterability. I guess Slivers will like it. As for Legacy relevance, it's an upgrade over painlands in colored Eldrazi lists.
There's also this removal. Probably too expensive and slow in Legacy, though.
Victim of Night doesn't really see play, and it's an instant while the creature types it doesn't hit (Vampires/Werewolves/Zombies) see even less play than this one (Merfolk), so I'd think it's strictly worse on both fronts in Legacy. But of course Go for the Throat is yet even more superior to Victim of Night.
The art and flavor of Walk the Plank are pretty outstanding though.

Yeah, but Merfolk is already a regular threat in the metagame. It's not "tech," it's just there, and at any sizeable event you can't afford to turn off all your removal just because you bumped into it. Plank is basically not playable for this reason. When it's dead - it's REALLY dead.
