Great Wall, however bad, has a potential use. Chimney Imp does not have a single use for which another card is not 100x better.
There's the possibility that someone somewhere is losing to his friend's casual plainswalk deck and needs a defense. Even at kitchen table Magic, however, even in the jankiest conceivable combo, there is no use for Chimney Imp.

Chimney Imp would make it in your deck if you ended up with not that many creatures in your color.
Great Wall would NEVER make it in.

You say that there's no single use for Chimney Imp for which there isn't something 100x better, but you fail to make the same analysis for Great Wall? You want to keep creatures from getting through? How about Moat? Island Sanctuary? And that's just in white. You could always make plainswalkers blockable by, you know, not fucking running plains. When a card's functionality can be effectively be replaced by not running a card, I'd say that's pretty bad.
All things being equal, if I was for some sadistic reason forced to choose between Great Wall or Chimney Imp and had to run the one I picked, I would go for the Imp every time because at least it can get in for one every now and again.

Granted, unfortunately you're not listening to what I'm saying.
In a limited deck, I would much rather have pretty much any creature I can cast than Great Wall. However, in reality, I would never play either Great Wall or Chimney Imp. Never ever ever. I would always play an 18th or 19th land first.
Conversely, someone, somewhere, looks at Great Wall and finds a use for it. Ditto to Norin the Wary and Malignant Growth and all the other atrociously bad cards we usually talk about.
It's not a good use, but it's a use.
There's no use for Chimney Imp except as a proxy. There's never a reason to play it, no matter how bad, in either limited or standard.
Let me reiterate;
Even when you're not considering the quality of a card, there's no reason to put Chimney Imp in your deck. Even casual players have no reason to use it. That's how terrible it is.

I mean, someone could just as easily look at Chimney Imp and think, "Wow, this combos with Oversold Cemetary and Nantuko Husk to lock someone out." That's not going to see play in any format, but it might make for a somewhat cool (although extremely unfun) casual deck.
I guess I'm a little confused by how you're trying to define the criteria for a card being the worst card in Magic. Is there ever a card that's completely useless at the kitchen table? Doesn't it make more sense to look at cards' applications in real formats, including limited?
But IBA needs to be the one that speaks in support of Great Wall. He is the one who never puts up the fight, man that has the strength, endurance and courage to shovel the turd against a tide. Dont argue him, it is meaningless.
I cannot imagine any kitchen tablist (and I played kitchen table magic for years), that would use Great Wall. While Husk/Imp/Cemetary combo is at least somehow viable.
The only reasonable argument was Magically Hacking the Wall. But such a play is THAT unbeliavable...
Not even people who play casual Magic are that retarded that they cannot choose correctly fromwith "do nothing" and
"1/2 flying".

If you were playing Grab Bag Draft and you ended up with only 13 or 14 in color creatures, you probably would play Chimney Imp.
There is no scenario where you would play Great Wall.
Even Magical Hacking it only makes it god awful, rather than worst card ever.
The fact that Chimney Imp is worse than almost any other creature is irrelevant.
It's like saying Gray Ogre is the worst card ever because it's strictly worse than say, Enslaved Scout.
They're still creatures. That alone makes them playable in certain limited formats. If they're remotely playable, they're not in the running.
